Why plastic matters here
Toaster ovens are the pragmatic escape hatch from the air-fryer coating problem - if you get one with a stainless interior and racks rather than a nonstick-coated cavity. Many, though, have PTFE-coated interiors, trays, or air-fry baskets that put a hot coating right under the food. Pop-up toasters are lower-stakes (bread touches bare metal wires) but their plastic housings and internal parts sit next to high heat.
What to look for
- Stainless interior cavity and racks, not a nonstick-coated cavity
- Bundled "air-fry" baskets are often PTFE - check and swap for a stainless rack/tray
- Use your own uncoated stainless or steel tray rather than the included nonstick one
- Pop-up toasters - bread contacts bare metal; the main concern is plastic housing near heat, a minor one

The boring, correct answer: a plain toaster oven with a bare galvanized-steel cavity, chrome-plated racks, and aluminized-steel pans - no nonstick anywhere and no bundled Teflon air-fry basket. Cheap, and it does most of what an air fryer does if you add your own stainless rack.
For plain toast, bread touches only bare stainless and metal elements. Hand-built, repairable, replaceable elements, no coating anywhere - about as clean as a pop-up toaster gets, if you can stomach the price and the manual timer.
A strong stainless-clad convection oven - but its bundled air-fry basket is nonstick and its grill plate is ceramic nonstick. Only a good plastic-free choice if you deliberately cook on your own uncoated stainless tray and leave the coated accessories in the drawer.

Nonstick-coated-interior toaster ovens - most notably the Breville Smart Oven line. Breville's air-fry basket is stainless mesh, but the oven cavity itself carries a proprietary (PFOA-free) nonstick coating right under the food, which is exactly the coated-surface-under-hot-food situation this category is meant to avoid. A bare galvanized/stainless cavity is the point.
