A synthetic, water-soluble polymer - a plastic. It is made by hydrolysing polyvinyl acetate rather than by polymerising a monomer, because vinyl alcohol is not stable enough to polymerise directly. It is the dissolvable film that forms laundry and dishwasher pods, and the binder that holds detergent sheets and strips together; it also turns up as a size-press and surface-sizing binder on coated paper, as a binder in thermal receipt coatings, as dissolvable 3D-printing support filament, and as the lubricant in over-the-counter artificial tears. It dissolves in the wash, which is why products built on it are marketed as "plastic-free" - but dissolving is what a water-soluble plastic does, not evidence that the plastic is gone. Note the name collision: "PVA glue" on a hardware shelf is polyvinyl acetate, the precursor, not this.

Is it safe?

Very low hazard to people, and this is one worry that is genuinely misplaced. It is barely absorbed from the gut - in radiolabelled feeding work only about 0.05% of an oral dose was recovered in tissue, with essentially all of it excreted - and acute oral LD50 values in rats exceed 10 and 21.5 g/kg body weight, with a no-observed-adverse-effect level of 5,000 mg/kg/day in repeat-dose feeding. A two-year study found no evidence of carcinogenic activity, and the Cosmetic Ingredient Review panel concluded it is safe as used. Regulators treat it accordingly: FDA permits it as a component of paper and paperboard in contact with dry food (21 CFR 176.180) and as an over-the-counter ophthalmic demulcent at 0.1 to 4 percent (21 CFR 349.12), which is why it is in eye drops. It is not a PFAS, not persistent in the toxicological sense, and not classified as toxic or carcinogenic. The unresolved argument about PVA is environmental, not human - see end of life.

With heat

Heat is not a degradation issue here, it is a dissolution setting. How readily the film dissolves is a formulation choice: the degree of hydrolysis is tuned per grade, and commercial films are sold across the range from cold-water grades that dissolve above about 1C to hot-water grades that need over 70C. So whether a pod or sheet fully dissolves on a cold wash depends entirely on which grade the brand specified, and no consumer label tells you. Nothing in a washing machine gets near the polymer's melting range.

How to tell it apart

Read the ingredient list rather than the front of the box: "polyvinyl alcohol" or "PVOH" is often literally the first ingredient on a "plastic-free" detergent sheet, and it is the film on any pod. Physically, PVA film goes slick and clear then vanishes under a running tap, where a starch or cellulose film would swell and pulp. Do not read it off "PVA" on a glue bottle, which is polyvinyl acetate. Ask a brand claiming plastic-free three things: what polymer is the film or binder, what temperature it is specified to dissolve at, and which biodegradation test was run - OECD 301 (ready) or OECD 302 (inherent), and with acclimated or non-acclimated inoculum. That last question is the one the whole dispute turns on.

Care & durability

Nothing to maintain - it is consumed in a single wash. The only handling issue is moisture: pods and sheets stick together or begin dissolving if stored damp or handled with wet hands, so they keep best sealed and dry.

End of life

Dissolving is not biodegrading, and what happens next is genuinely contested - by parties with money on both sides. A 2021 modelling study (Rolsky & Kelkar) estimated that about 77% of the PVA from US laundry pods passes through wastewater treatment intact, roughly 61% via sludge and 16% via effluent; it was a literature-and-mass-balance model rather than new laboratory work, and it was funded in part by Blueland, which sells PVA-free cleaning products and went on to petition EPA over the polymer. EPA denied that petition in April 2023, arguing the model drew its degradation efficiencies from textile industry wastewater, that PVA-degrading organisms are in fact present in conventional treatment plants, and that detergent-grade PVA reaches over 75% CO2 evolution in 28 days under OECD 301B. A 2024 wastewater-simulation study (OECD 303A) measured 97.4% removal - and all seven of its authors work for Procter & Gamble. So the neutral party sided with biodegradability on the merits but declined to commission new testing, and the underlying data gap is still there. EPA did tell partner brands to drop unsupported "100% biodegradable" claims. If the argument is not one you want to bet on, powder, PVA-free compressed tablets and liquid concentrates all avoid it entirely.

Two European talking points get recycled into this argument and both are weaker than they sound. The first is that the EU exempted PVA from its microplastics ban. Commission Regulation (EU) 2023/2055 does not mention polyvinyl alcohol anywhere in its text; what it does is exclude from the definition of a synthetic polymer microparticle any polymer with "solubility greater than 2 g/L as proved in accordance with Appendix 16", and Appendix 16 permits exactly two test methods, OECD Guideline 105 and OECD Guideline 120. That is a generic criterion every polymer is measured against, not a carve-out written for this one - and it means whether a particular PVA grade falls outside the restriction is a test result for that grade, not a property of the material. The second is that PVA is unregistered under REACH. True, and misleading: REACH Article 2(9) states that "the provisions of Titles II and VI shall not apply to polymers", so every polymer is outside the registration and evaluation duties and the obligation sits on the monomer instead. Neither point tells you anything about how PVA behaves in a sewer.
