Steel
Catch-all for parts a manufacturer calls simply steel - not stainless, not plated, not a named grade. Common on traditional Japanese and European hand mills, hand tools and older kitchenware, where the spec sheet says 鉄 or steel and stops there. It sits between three neighbours: Stainless Steel (grade unspecified) is confirmed stainless with the alloy unknown, Plated / Coated Steel is confirmed to carry a metallic surface treatment, and Metal (unspecified) is not even confirmed to be steel. Here we know the base metal is iron-and-carbon and we know nothing about the surface.

Is it safe?
Plain steel is not a chemical concern in the food path. The Council of Europe technical guide sets iron's release limit at 40 mg/kg of food, next to 0.14 mg/kg for nickel - three orders of magnitude apart, which is a fair summary of how differently the two are regarded. What plain steel does have is a corrosion problem rather than a leaching one: without chromium there is no passive film, so it rusts if left wet. That matters here because the FDA Food Code's general materials clause asks food-contact surfaces to be durable, corrosion-resistant and nonabsorbent, and bare steel meets one of those three. The unresolved question on this material is always the surface, not the metal - a bare, blued, oiled, painted, lacquered or plated finish are five different answers, and the word steel distinguishes none of them. On a decorative or vintage-style piece, the finish is the thing to ask about.
With heat
The steel itself is untroubled by anything a kitchen does. Any applied finish is the variable: paint and lacquer on a surface that gets hot is a different question from the base metal, and worth confirming before a part goes anywhere near a heat path.
How to tell it apart
A magnet sticks firmly, which distinguishes it from an austenitic stainless but not from ferritic 430, so the useful tell is corrosion behaviour rather than magnetism: bare steel darkens and develops orange rust wherever water sits, while stainless at worst tea-stains. Scratch or wear at an edge and the exposed metal is the same grey all the way through, unlike a plated part where a bright surface sits over a duller base. Ask the brand two questions: is the food-contact surface bare steel, and if there is a finish, what is it. Brands making traditional tools usually answer this plainly, because on those products it is a selling point.
Care & durability
Dry it immediately, do not soak it, and keep it out of the dishwasher. A wipe of neutral oil on a part that lives in a damp place is the whole maintenance routine. Steel does not fatigue or embrittle in normal use, so a well-kept part outlives the product it came in; a neglected one pits.
End of life
Ordinary steel scrap - accepted by scrap yards and curbside metal streams, and genuinely remelted rather than nominally recyclable. Rust does not disqualify it.
